Prof. Dr. Wen-Jer Chang

Professor Wen-Jer Chang is a Distinguished Professor in the Department of Marine Engineering at National Taiwan Ocean University, Taiwan. He earned his Ph.D. in Electrical Engineering from National Central University in 1995 and has since built an outstanding academic career spanning marine engineering, control engineering, intelligent control, and fuzzy systems. With decades of experience in teaching, research, and academic leadership including serving as Dean of Academic Affairs and Vice President for Research and Development, he has played a vital role in advancing engineering education and interdisciplinary research.

Professor Chang’s research primarily focuses on fuzzy control theory, stochastic systems, intelligent control, and marine dynamic systems, particularly ship steering and positioning control. He has led numerous government-funded research projects supported by Taiwan’s National Science and Technology Council and Ministry of Science and Technology, contributing extensively to robust fuzzy controller design and nonlinear system analysis. He has published a substantial number of SCI-indexed journal papers in leading international journals and has been recognized among the “World’s Top 2% Scientists” (2021–2025)

In addition to his research excellence, Professor Chang actively contributes to the global academic community through editorial board memberships, associate editorships, and conference leadership roles. He is an IEEE Senior Member and has received numerous honors, including Outstanding Research and Teaching Awards. His career reflects a sustained commitment to innovation in intelligent control systems and their applications in marine and electrical engineering.
